Please elaborate that specific section for my better understanding. As a staff member at RaGEZONE.com, an MMORPG Development Site, I want to cease any confusions between the community.

Your forum member has misunderstood the letter below. Sulake does not state that retro severs are ok. They're illegal. Don't do it. We will take legal action if a Habbo persists in creating retro server sites.
What the person below meant by their statement is that Habbos can create games for their friends for free (such as "falling furni" etc.) therefore, there is no need to copy our site and steal our bandwidth and our concept. "Their own games" means games within Habbo proper.
